I guess, that's why it is Public. Everyone is using it, so the performance is not as good as for private - paid servers.
I'd try to change it to be Very slow so the server would have time and performance to respond to this action.

Unfortunately, there was a defect with the new Viz Animations feature that prevented animations from appearing in Tableau Public (the downloadable install). Note that when you publish/save your workbook to the Tableau Public Server, the animations will appear. This defect should be fixed shortly. Apologies for the inconvenience.

Tableau Public is free and pretty much unsupported. Supported by the community mostly. It's like YouTube. In fact there are millions of published items there. Tremendous network traffic occurs at times.
Yes, if you want a faster experience, Tableau Server on-premise or Tableau Online would work. Tableau Public is architected a bit differently than the other iterations of Tableau Server.

Tableau Public Desktop 2020.1.2 was released today and has the animation fix in it. Now when you open the animation pane and turn animations "on", you will see them playing in desktop.
Note that in the previous version, 2020.1.1, any animations you author in Public Desktop will appear once you publish to Public Online. You just can't see them until you publish.

I have downloaded it and tried on 2020.1.2 but I am still facing the same issue. In Tableau Public desktop, it is working totally fine.

I took a look at your workbook in Tableau Public Online and Tableau Public Desktop. I believe the reason you aren't seeing an animation on your bar chart race is because the animation duration is set to .10 seconds. The animation duration is so short in this case that you don't really see an animation before the pages shelf advances to the next page.
If you extend the animation duration to 1.00s, you will see the animation playing fine for the bar chart in Tableau Public Desktop and Tableau Public Online.
Try adjusting the animation duration as I mention here and let me know if that fixes it for you.
If the issue is not with bar chart animation but with map animation, we actually are only supporting map animations on desktop right now. When you view your workbook on Desktop, you will see a map animation, but when you publish to Online you won't. We'll be supporting Online map animations in a future release.

I am facing the similar issues as Kaplit when running an animated viz, even after installed the 2020.1.2. The viz worked fine on Tableau public desktop, but it will not play after 1st frame, regardless of what speed you choose.
I am using a data storyboard, and tried to include with animated work in dashboard or worksheet directly, but none of them work. In addition, I notice that the speed are slower compare to the 2020.1.1 in desktop, are they any new settings that I should configure?

I do see you're using history trails in your workbook. History trails are not yet supported with animations and the pages shelf, so this won't work. If you turn off "Show History", the animation will play.
I can take a look at your other animations and help you troubleshoot if you attach the workbook here.
