    Color Year to Year Change, Comparing based on Conditions and Missing values

      I will like to compare values with year to year(comparing 2017-2018) change using colors, based on conditions and missing values.

      Legends are given in-case you are unsure of the table itself.

      Order of strength (best to worst): Strong, Medium, Weak

       

      Conditions based on "Strength" field:

      When the strength changes from Weak to Medium (It will be improvement, and text color is green)

      When the strength changes from Weak/Medium to Strong (It will be improvement, and text color is green)

      When the strength does not changed (It will be no changed, and text color is black)

      When the strength changes from Strong to Medium/Weak (It will be deteriorate, and text color is red)

      When the strength changes from Medium to Weak (It will be deteriorate, and text color is red)

      When the strength does not change (It will be no changed, and text color is black)

       

      Conditions based on "Rank" field:

      Order of Rank(best to worst): 1-3

      When rank changes to 1 from 2 or 3 (it will be improvement, and text color is green)

      When rank changes to 2 from 3 (it will be improvement, and text color is green)

      When rank changes to 2 or 3 from 1 (It will be deteriorate, text color is red)

      When rank changes to 3 from 2 (It will be deteriorate, text color is red)

      When rank does not change (It will be no changed, and text color is black)

       

      Note:

      1. Year 2017 supposed not to have colors as it is "comparing to", whereas year 2018 will have colors onwards.

      2. You are not encouraged to use do year calculation measures on: Lookup(MIN(Year)),0) when filtering year. It is because there is "#Missing" on my filter which is wrong.

      3. Do not put year either in column or year.

      Final result I want when filtered to year 2018:
