I'll elaborate my calculations step by step.
step 1: Create a calculated field that calculates the previous 15th date.
step 2: Create a calculated field for comparing the dates greater than or equal to temp date
step 3: Create a true/false condition as below, allow only true values and set it as a context filter
step 4: Create a copy of the field from step 2 and drag that copy to filters shelf. Select individual dates -> select 'Null' and exclude it -> OK -> Set it as a context filter.
step 5: Drag the field from step 2 on the filter shelf -> range of dates (if you want to show date range) and 'Next' -> 'Starting date' (it will keep end date fixed) -> OK and show that filter.
if you want to show a multiple value drop-down, then :
Drag the field from step 2 on the filter shelf -> Individual dates and 'Next' -> All -> OK and show that filter.
step 6: Click on the dropdown in the top right corner of the filter and set 'All values in context'
