You could do something like this using a bar chart. Simply build your view without the Wait Time field. Then add Min(1) to Columns and change the mark type to a bar. Then simply add your Wait Time to the Text card to add it as a label, then add the Wait Time to the Color card in order to color each one differently. I m getting extra empty column, Can we remove this column or fill the colours that fill whole cell?
Also I want column position to:
2nd last column: wait time window to be 2nd last column and
last column: [M_Q_Thrput_Last1hr_Flag<0]

You can reduce that extra space by simply placing your cursor to the right edge of the colored section until a double-arrow appears. Then drag it to the left to reduce the size of that column.
Unfortunately, moving the column is a challenge because the highlighting is actually being done using bar charts. I'm not sure I have a good solution for that, but perhaps others do.
