Try changing clearing the selection will.. to 'leave the filter'. Any future interactions from the main dash to the submenu will re-apply the new filter, but any reverse operations (such as moving from a third sheet back to the second) will return to the previously selected filter.

@ Hari - We have a culture where we avoid the use of tabs when we can. With that said, I did a test republish with enabling tabs and went through the above scenario again. Clicking a category for the first time keeps the session within the same tab (the Chrome browser tab), no new tabs open. This might be work-around if the root cause cannot be identified & resolved.
@ Mike - Would love to share the dashboard, but like many customers here the data we use is very sensitive. If it comes down to it I will see if I can recreate the problem with some dummy data (last resort)
@ Peter - I tried changed to 'leave the filter', on the very first click onto category still opens the sub-category into a new tab.

i think its a server bug, there are 3 things that i can think of for you to try:
1.is it happened on other dashboard? try recreate a new dashboard and publish it again.
2.if the problem still exist, you can try to upgrade to newer version of tableau server.
3.contact tableau tech support for help.
1. Only happening to this particular dashboard. I've attempted to save as another dashboard on the server and still have the same results.

don't just save as another dashboard, try recreate this dashboard and republish to the server if you have time. XD
I feel what you are experiencing is a standard feature/functionality and not necessarily a bug. Though you have mentioned above that you try to avoid using tabs, you may need to use them after all especially when you are trying to drill through from one dashboard to another.
For now I am using Tableau tabs for this particular dashboard. I still think it is a bug, a user clicking a category for the very first time opens into a new web browser tab, but when returned back to main page, clicking the same or different category will open the second dashboard within the same browser tab, so why is there a difference between the first click and subsequent clicks...this isn't consistent.
