First thing, is Tableau Server is in an offline environment (Air gap) or not ?
1. On your 2018.1 server, did you deactivate the license ? https://kb.tableau.com/articles/howto/deactivating-server-product-key
open a command prompt as administrator then :
tsm licenses deactivate -k <license key>
ex: tsm licenses deactivate -k 1234-4567-8901-2345
2. If Tableau Server got an access to internet :
Just open a command prompt as admin and type : tsm licenses activate -k <your license key>
You can also do it via the TSM Web Interface : Activate and Register Tableau Server - Tableau
3. If Tableau Server is in an Air gap environment (no access to internet) :
You will need to follow the steps from this article : Activate Tableau Server Offline - Tableau
4. If you already upgraded to 2019.3, and forgot to deactivate the license, no worries, there is some "flexibility" between deactivation/activation.
If you got an error message with "Maximum Activation", please create a case with our Tech Support : Support Case | Tableau Software
You can provide them, screenshot of the error message, your product key and they should reply pretty quickly to resolve this issue
