We can not specify zoom level to Tableau.
But if you could use UNION, tableau will show you that is similar to desired.
Can you attach a 2019.3 version of the workbook so I can open it? I would like to take a look at the workbook to see what you did.
I've already attached a ver.2019.2 workbook on the last post.
Please download it from thread (not from Inbox).
I have version 2019.3 so when I try to open it as you outlined, it defaults to the original version I have without any of your changes. I receive a message that a newer version is available and it makes me select ok to that.

Sorry I didn't know you use Tableau Public.
Okay, outline of what I did is following.
1. Create another data source with same data and UNION it 3 times.
2. Create Parameter (I named it 'Radius').
3. Create latitude calculation with parameter.
Tableau auto zoom when the view has 2 or more point on map (Not zoom if there is only one point).
It is why I make data source union.
4. In new sheet set fields like below.
Longitude is as is, Latitude is the field created at previous step.
Do not miss putting 'Table Name' into Marks.
5. Set this sheet in dashboard 'Report Card'.
And hide sheet title.
6. Go back to dashboard 'Maine Program Overview' and click any mark (school).
Then, you will get action as I showed before.
7. (This is not necessary.) Drag button object into dashboard 'Report Card'.
And edit like below.

Thank you very much for doing that and also providing the step by step instructions!! This gets me exactly what I am looking for and I don't see any harm in the union where it's just for the mini map. I am doing this for a non profit organization so that's why I am doing everything on tableau public rather than desktop that I am used to.
Can you send me instructions on how you did the union? I can't seem to get it to work or my laptop can't handle the load but I am not sure which one it is.
I was able to figure out the union but now the instructions you provided do not work with my data set. I now two years of school data and it doesn't seem to like that. I have attached the workbook.

I can not find if you made union because the data source is extracted.
