How different? I mean, is it off by 5 minutes or 5 hours?
Time zone differences between the pod that your online site is on and the local timezone of the user's computer can account for a lot of "wrong" times.

In the Standard report available under Admin insights its showing last login date of one user as 16 Aug 2019
But when i checked the user details under Users tab of tableau online its showing 3 Sep 2019 as last login time for same user,

The data in Admin Insights may lag behind up to two days. We make a copy of all of the events that happened for the day around midnight Pacific and extract refreshes are kicked off around 4 PM pacific and typically complete for all sites within 3 hours or so.
If the user did not log in between Aug 16 and Sept 3, then it may make sense that you saw a data lag at that time. I hope Admin Insights is updated now.
The easiest way to check the latest event in the Admin Insights data set is to use Ask Data. Go to the TS Events data source pane and ask for the maximum event date, this will give you a hint as to the last captured event.

As you said I need to always consider that there will be couple of days lag in TS_USER data.
