Here's what I did:
Created a KPI:
Dragged Colors to Color on Marks
Clicked on Color on marks and chose white for Zero, and Red for both other values.
I've attached a workbook for reference.

how can we download the example,also we have multiple measures here ,how can we make sure that it reflects in all measures,also what if we want only font to be red and black...

To get just the text:
Switch Marks to Text. Your post made it look like you wanted the background color.

Now, if you are dealing with many measures, and want separate color legends, etc. the work becomes more complex.

Thanks but still unable to get the same,i have 4 measures and i want to highlight each text fontseparately based on below condition
if measure value >0 or <0 then RED

also John ,I am able to get some kind of font text using attached edit color panel but issue I am facing is that although -ve and +ve values are coming as red now but 0 values are coming as white and cell looks completely blank,if is there any way to make 0 values as balck font then i am good.
I've reattached where I have changed the color of the font for zero from white to black. When you are the color menu for the KPI (in this case it's the calc 'Colors',) if you double-click on an item, then it opens the advanced color selection menu and you can pick any color you want. In this case I picked Black instead of white.

This is not what i am looking for,can you give same example for 3 measures here,
any column in each measure which has value >0 or <0 should have red font else black font.
Have you read the posts I linked earlier? I'm sure one of the approaches listed there will work for you. Let me know which of the approaches you've tried and what your barrier is and I can try to help.
So you have 4 measures in 1 view and you want them each coloured by the same requirements?
Measure1 = 1 Measure2=0 Measure3=0 Measure4=-8
Then the font of measure 1 and measure 4 has to be red
so if values are
Measure1 Measure2 Measure3
-1 0 1
then -1 and 1 should be in red font and 0 in black font
Unfortunately this is not possible. However there is a workaround
This is a guide how you can create individual columns with placeholders, then you can conditional format each column however you want.
Only downside is that each column gets seen as an individual crosstab which makes the entire view 4 times as slow (if you use 4 measures).
