Sorry - Paging and the table calcs don't work well together - so it is not going to help much
Rank is a table calc and it is on the bottom of the order of operations - once you there the options are limited
Is it possible for the paging to act as an action filter? Like could I create a separate worksheet for each year where I show the ranks of the 12 "superpowers" in a list and have the paging filter switch out the worksheet on the dashboard when it changes year?
Im not sure I am tracking with you - you have a country and a rank and the rank is for the year 2018 - but the rank function is unique to the worksheet it is on - you would not be able to do a sheetswap based on the country associated with Rank
Sorry I probably wasn't too clear. Here is a picture of what I mean:
I created just two separate so far for 2008 and 2009. We can see that the countries change positions now...
Let's say I created a separate worksheet for all the years up to 2018 and wanted to show the animated map and a rank list on the same dashboard. Is it possible for the animated map act as a filter for which sheet is shown? Like as it goes from year to year in the animation, the associated sheet with the rank list changes?

see the attached - you are on 2018.3 so break out set actions
see dashboard 2 and the 2 sheets below
now the top 12 sheet
first this is just an lod that ties year to value
the this is a set on year (the original year)
on the db create a set action
this is all it is
and so will this when you add the calc 1 filter to the map
Not possible without set actions

I applied the set action filter and updated some other things as well. I removed the paging playback and just let the year filter control the dashboard.

You may not have played with the date selector but you can multi-select dates - and it would give you a multi year ranking and view - don't know what that does to the rest of the viz
I didn't even think about selecting two years at a time but that brings up a great option of comparing year to year. I created a copy of the dashboard and changed up some formatting so that choosing more than one year works out better.
Is there any way to restrict the selection of years to only 2? That would be great if that's possible.
