Thank you for the ideas. However, they don't seem to resolve the problem I'm having.
I created a packaged workbook (Desktop 2018.3) that simplifies things. Essentially, I'd like for all the bars to start at -35 and proceed upward from there until they hit the value of the actual mark.

I wasn't able to come with a super easy solution, therefore I had to do a small workaround.

For graphs with lots of marks, the extra calculation involved would probably be prohibitive for this approach, but it's a good demonstration of how one could provide this representation.
