Could you please attach mocked up sample data and let us know your using version?
This is an interesting problem - I was able to recreate the issue in superstore data - and he is correct - once you manually set the second level filter you have to manually reset it -
I also tried using set action (asymmetric drill down) to get the result but did not get the expected action -

I found a way to get similar functionality using sets but you need to be on 2018.3 to use set actions
see the attached
this is where we are going
first create a set on category
then create a label based on that set - this will display the sub cats in the cat you selected on blank out the others
then create the viz
now create 2 actions
then first will add a set action on the category set we created
the second is a worksheet filter this one is a filter action on the sube cat label we created earlier
now you drill up and down like this

I successfully replicated your steps; however, my goal is to drive the District and Store selections from dropdown filters. Is there a way to accomplish that? I've not yet found a way to adapt the above example to accomplish that goal.
I don't know of one - when I tried I reproduced your same issue -
I was trying to get you some functionality that would allow your user to drill up and down and only see the dimensions needed
the filters work the way you found out yourself - if you feel there is a bug you can take out a support ticket
or you can create and "Idea" - a suggestion to add functionality on the forum
This is long headache, but probably om the release scope of 2019? I need to check, anyways , you need to reset filter with new button. and here is some guidance.
