when you add a filter you limit the data in the table that underlays the viz(ie. filter out)
YOY calculations need both years (the prior and the current) in the table that underlays the viz
so you need 3 years to determine the yoy for 2 years

Thanks for your suggestion, but ideally I would like to see the 3 years in the viz. In your example, I would like to see 2016, 2017 and 2018 in the Viz when they are selected in the Year filter. In other word, any year selected in the filter should be shown in the Viz. Any idea on how to do it?

Ok, I unfiltered the years, but then should I use Index as my filter to select any years I want to see in the Viz? If so, is it possible to edit the labels (1,2,3, etc) so I can use 2012, 2013, 2014, etc. instead?
