did you place the set on color - it will color the in - out groups as different colors - you may want to edit the colors
once created sets would like any other dimensions and can be used in formulas, filters or as in your case places on shap, color, etc

I have another guess about what you was asking for.
I understood your problem as incorrect IN/OUT. I assumed you wanted to set IN/OUT using AVG over Expenditure values.
If this true, then picture below should look better for you. I've created Subject Area Rank AVG calculation and change Expenditure in columns to Dimension
