Parameters are use set, static and apply globally throughout the workbook as soon as they are set
by themselves they don't do anything but have to be included in a filter or a calculation to affect the worksheet see the help link Create Parameters - Tableau

You can't add apply buttons to parameters.
Date & Client ID sound like dimensions though, are you using parameters because of Custom SQL ?
Depend on the database speed, it might run faster if you removed the parameters, removed the Custom SQL and let Tableau do it all
I'm using parameter because the query is heavy and I do not want to bring all the data to Tableau, only the relevant data.
The issue is once the user changes either client id OR data, the query starts running.
I would like it to run only after both parameter were sets.
Changing a filter to a context will help, and it will give the Apply button. But there is nothing that will help in the "choose 2 filters and then run the query" situation that I know of
