pretty difficult providing a detailed response without see the workbook and data (see the link Anonymize your Tableau Package Data for Sharing )
but conceptually you have a couple of issues first the match on division - I don't think you will be able to split the Div out of the div name coming from SQL but you can concatenate it onto the one coming from excel - then you can deal with the different level of detail in you raw data using avg(), Min(), Max() as appropriate in the data that is already at a higher level

You'll need to use Data Blending for this. Here's a good overview video on getting started with Data Blending: Data Blending
You'll need to Edit Relationships and Edit Aliases to get your 'ORG' values to align to your 'Responsible Division' values between sheets. Try this link: Blend Your Data - Tableau and jump to Step 4: (Optional) Define or edit relationships (it's near the bottom).
