I only see the XLS, but you will need lat/long to place on a map as well.
You could mark each station as a value in red/green (but beware of vision impaired users and red/green colours) plus the use of filters to get the values displayed.
Attached is a 2018.3 workbook with your data and showing (1) percent difference between years based on your measures (2) percent difference between years by Station ID and Name. Chris McClellan is absolutely correct that you'll need Latitude and Longitude data for each of your locations (stations) in order to map the attached appropriately. And yes, please try to remember the criteria for impaired users...it's desirable to use red/green but your readers will thank you if you use colors that are useful by visually challenged people.
