How to apply a filter to multiple dimensions and other related dimensions?

I am working with transportation data and want to show flows (highway traffic, etc.) on a given lane (location pair) together with the reciprocal flows.  For any given two locations in the data set, I need to see both the forward and reverse flows. My data is organized as follows

      LOCATION 1LOCATION 2
      AA
      AB
      AC
      BA
      BB
      BC
      CA
      CB
      CC

I have filters for Location 1 and Location 2, but want it to also show the selected value at both locations.  For example, if user selects A as Location 1 and B as Location 2, I would actually like to return the following:

      LOCATION 1LOCATION 2
      AB
      BA

Unfortunately, I have no idea how to accomplish this so am unable to provide any steps that have already been taken, but hoping some wizards in the community have an idea how to do this.  I am using Tableau 2018.1
