I dont have the right version of tableau to view your workbook.
From what I understood, You can add an other column called data type where you can differentiate rows related to goals and actuals. Then use if clause to seperate rows which have datatype = Goals with LOD calculations to achieve what you need.
If you can just mock your data for like 20 rows with the data structure you currently have, I can provide more help.
Well Stephanie, here is an attempt that I made to show the number of records and color coded it based on whether you have reached the goal or not. It's not the bullet chart you are looking for, but hope the solution here will lead you towards it.
Note: I would recommend to have your goals in a separate file and join them with the admissions data.

Thanks, Jeevan. I ended up creating a type column in the datasource to differentiate between goal and actual start, then did a calculated field to count the starts so they didn't include the goal in the count. It gave me the bullet chart i was looking for.
