You can enable all selection on single value list filter and select that as default
Select All as default now the desktop user access login will see All and Desktop.
Laptop user access login will see All and Laptop
One more suggestion is not to use the same dimension as in user filter and single value filter selection. Take a duplicate and use it as dashboard filter
Well - I can't enable all because some users have access to both. BUT it has to be single select because this particular data set will duplicate if you select both at once. Does that make sense?

Right Click the dashboard single value select filter -> Choose only relevant values
If this doesnot work go for approach 2
Enable the user filter as context filter.
After that, In the dashboard single select filter right click -> Select All values in context
Try this two approach and check these solve your issue.
Unfortunately I thought about this - but it doesn't seem to affect anything.

Put this calculation on filters and set condition is only True
