You may not be able to suppress the small triangle that shows up beside the title when you hover over the filter since it's a standard functionality. If it's really not required, as you say it's confusing your clients, you may want to put a blank object in floating mode on top of the filter and size it accordingly so that the triangle is not visible any more. Only then the Include/Exclude values would not show up.
You may just need to educate your users as to what the switch does or just tell them to always leave it to include and make sure you set up the filters so that any that face the end user will only be include.
Alex: There may be cases when the filter is having an "exclude". So, the education, if any, must be to leave it as-is, so that the functionality is not affected.
