Unfortunately there's not much you can do in changing how the filter looks.
For those 3 items on the right hand side (budget, forecast, variance), these may be 3 individual worksheets put together in a dashboard.
For example, bring the metric into text on the marks label, then update the format:
Then you can click on text in the marks card to add in text, update the sizing and colour :
In the dashboard you can bring the worksheet into the view, then bring an object so that this can become the block colour:
You can change then change the background colour of the object.
What i'd recommend is having a look on tableau public, some users have made their work downloadable. Download a few of these to see how other people have built similar views.

sorry, another questions. How do add filters to the dashboard in general?
Click the arrow on the worksheet that is present in the dashboard that contains the filters. Select "Filters" and then pick the filter associated with the worksheet.
