I experience that before and its hard to point where that problem is.
You may check my post about upgrading to 2018.2.x versions.

This Helped. I suspect the problem was that the "Runs as user" account I was using with 10.5 didn't have administrative access.. I seem to be having the same problem restoring the backup now as well. I'll post that as a different question.
