Turning a multiple column rows into multiple columns

Let me preface this question with the acknowledgement that this question appears to be similar to an easily remedied problem, but this is a bit more unique. For whatever reason, my data is spitting out two columns of data that should actually multiple columns (see image). Is there a way to turn each of these columns' rows into separate columns for each unique ID which is down further on the spreadsheet? Unfortunately, the data output cannot be altered to accomplish this, so I was hoping Tableau might be able to handle it. Any ideas?
