I think the main thing is to use a lookup to maintain the running total:
I wasn't sure how your users were going to be selecting the date,
I implemented with a parameter, but that isn't going to be dynamic.

This is great help and its close but the issue is in here that I kept running in to. If you take a look between Aug 26th and Sept 16 there are 2 weeks between there. I want there to be 2 bars inserted in between with the number 244. In the picture as you can see I have 3 bars with 244. that means there were no new graduations that week so the total number stayed the same.
any help will be appreciated
I'm not sure if it will work for your true set up,
but you can try right-joining your set to a data scaffold
which is a single column of all running dates of interest:
The other thread talked about using lookups, but it didn't seem needed for your question;
it seemed to fill in the blank weeks and also seemed to ignore the nulls.

looks like its close but when I am not able to filter out the blue bars. When I do it gives me incorrect numbers.
I think this is what I was looking for.
