Actions can be applied only on dimensions. So, in sheet 1, drag the [Column1] field into detail and then apply the action. Tableau understands the values in column1 and filter accordingly.

The Sql for sheet 1 is Select SUM([sum]) from Table where Column1 =1
The Sql for sheet 2 is Select SUM([sum]) from Table
So when you're filtering [Column1] from sheet 1 to sheet 2, Tableau throws an error because there is no [Column1] in the first sql.
So, by putting [Column1] in the detail marks card, Tableau is interpreting the sql as
Select [Column1], SUM([sum]) from Table Group by [column1]
Now, Tableau knows sheet1 has Column1 dimension in its data and pass the value of column1 to sheet2 in the action filter.
