    Disable mouseover on states on a dual-axis map?

      I've got a map of some Midwest US states. Dual axis map with the first axis being State and displaying as a filled map. The second axis is certain utilities located by city within each of those states.

       

      I want to display tooltip information when you mouse over the cities, which works just fine. What I don't want is for it to highlight the states when I mouse over those. Is there a way to stop that behavior so that the only thing that gets the highlight is the cities while the states don't change at all or have any effect from mousing over the 'blank' space?

       

      Screenshot image below to show what I'm talking about - South Dakota is highlighted as I mouse over that, but I only want the "dots" from the utilities to highlight on mouseover.
