2018.2 is a black box, being a significant departure from all prior versions. I have no idea but am interested in what the solution is
Still awaiting a solution from Tech Support.. I've provided the tsm logs as well as Windows (Application/System/Secutity) logs of the machine where this issue occurs.
I think this is some kind of service permissions rights.
Can you try to change your Tableau Server service log on account with administrator account.
go to Control Panel\All Control Panel Items\Administrative Tools and click services.
You will see (6) Tableau Services
1. Tableau Server Administration Agent
2. Tableau Server Administration Controller
3. Tableau Server Client File Service
4. Tableau Server Coordination Service (Ensemble 1)
5. Tableau Server License Manager
6. Tableau Server Service Manager
The result should be like this.
Please restart the 6 services and try again to restore your file.
Unfortunately the server team will not agree to share with us 'Administrator' creds. The service account was added to the local system administrator rights group, I tried changing all the services to run to service account so 'Log On As' user for all are same, it didnt help, I am getting the same error and it stops at the same point - 74%..
I am just thinking if your backup file has a problem with compatibility, but before that, can you
try to backup your Tableau Server 10.5 using this command:
tabadmin backup --verify myserver.tsbak
and try to restore it again to your 2018.2.1 Server.
What does the tail end of the referenced tabadmincontroller-*.log look like?
This is what I see on the latest tabadmincontroller-*.log file

I think the registration piece seems to be fine atleast, I was able to active a Tableau Server License on this machine.
I also went through manual TSM CLI steps of registration without issues, tsm register
tsm login -u <username>
tsm licenses list
tsm register --template > path-to-registration_file.json
Edited the path-to-registration_file.json to include details

This is exactly the same problem that i am running into. Was wondering if anyone found a solution for it?
Unfortunately, i found nothing. I was in the middle of troubleshooting it with Tableau support but then realised that our server is currently small enough that I could start from a fresh installation. Gave up on the backup but I'll advice you to get in touch with support. In terms of response, they were lightning fast. As for an actual solution, i never got that far.
