All companies I been with just use the AD connected to windows single sign on. I would think info is captured, it would be in the Postgres SQL database tables. You can probably spend some time googling which table exactly.

If you have Local Authentication then the password is stored in the Postgres both salted and hashed.
You won't be able to enforce any type of password requirement unfortunately.
Just go into the Postgres and look at the system_users table. You may see last updated date there , that might help you, i am just guessing (I hope u have Tableau Server Admin access otherwise it should be difficult to get )
And if you are using ActiveDirectory Authentication ?
Hence the user password is managed on your domain controller server.

I use the local authentication.
I found what I was looking for in the historical_events table of the workgroup database.
There is an event registered for every User password update.
