Conditional formatting for discrete dimension in Rows shelf

I am familiar with conditionally formatting measures or dimensions as values within a table, but am unable to figure out how to conditionally format a discrete dimension sitting in the rows shelf.

I'm unable to post my actual workbook, but please see the attached sample workbook as an example. I would like to have the name of the state turn red if their sales are below $1500 and turn green if sales are above $1500 (rather than the values of Profit, Quantity, and Sales being conditionally formatted). I would greatly appreciate help with this.
