It looks like you are using version 2018.2, so you have many more options than the document I wrote several years ago. I agree with Deepak Rai, the reference he gives is much better than anything I wrote. Is that one you have seen? In looking briefly at your workbook, it appears that you have two completely independent data sets, with nothing at all relating them or joining them. Roughly half-way through Dual Axis Mapping - Many Ways, Sarah spells out how to do a full outer join between those two data sets to make a single data set. That feature did not exist back when I wrote Mapping polygons and points together dual axis, making that one of the biggest challenges, so that is rather obsolete now.

This walkthrough by Sarah Battersby is the best out there for sure.
The 0=1 Outer Join was key.
I was able to resolve the issue following this guidance.
Of note, I had previously used A Data Source Filter, which had to be removed for all of the Outer Join to complete.
