In this way, the labels will always be positioned at the same place. Those will not be dynamic?
Example; In the above example, Arkansas stays on the right hand side . Let us assume that if data changes then the slice will be moved to left hand side. In this case the label will not be moved to left hand side? Will that be still at right hand side?

The alignment wont change if value changes the text will in the same place where it was previously
I doubt you can with annotation may be it will help you for some context usually pie chart only be used if it is less than comparing 5 values as per design standard
Try to change the view if users allow
I have the same problem, but there is only a choice to hide some labels while label overlapping.
I think that this should be solved by the Tableau Team,
if the requirements is "show all labels, without any overlapping, automatically and dynamically".
My workaround is to hide all labels, and label only highlighted marks. (or min/max marks)
And add color legends for highlight, put some instructions or data grid , and sort the data for reference.
