If your setting for Analysis > Aggregate Measures is checked,
it should be merging the volume values. When you place
Volume on the Size shelf, it should by default sum the two.
You could also change the mark type to Pie and then
show the contribution of each when putting Vendor
on the Color shelf.
You could also try jittering the dots:

In the detail of these points I have a price that is different for the two vendors. When I remove the price and supplier from the detail I am able to see the aggregated volume for the site. Think the mark type of pie may be the best solution to this?

I think there are ways to show individual Vendors and yet
show the overall total for the dot.
One way is to put [Vendor] on the Color Shelf
IF FIRST()=0 THEN
set to restart every [City], for example.
This will create a concentric circle, target appearance.
Because there are multiple vendors, there will be
multiple copies of the Total label.
The First() part takes care to show only one copy.
On the Label shelf, you will also need to select
"All labels to overlap other marks"
