Tableau is going to handle those rows uniformly.
If I had to produce this, I would create 4 little sheets and position them on a dashboard so that they end up looking like your desired output.
Create a calculated field:
place that where you want to get the blank row.
hide the name by changing the alias name.

Glad it worked out.
Unfortunately there is no other way to color the entire row for now (for my knowledge ). But, will try to get back with you on this when I find the workaround.
