Are you using local authentication or Active Directory integration? If it's the latter (AD), then you can leverage tabcmd syncgroup which adds and deletes users in the Tableau groups to match the Active Directory membership.

If you're using local authentication, then to modify groups, you use tabcmd addusers and tabcmd removeusers. Here's reference for removeusers. tabcmd Commands

We are not using AD. Only forms authentication.
We need to remove a user for a group and add to another. There is Tabcmd command to add users to group. How to remove a user from a group?
As Jeff and I both mentioned, you can use the removeusers command from tabcmd and use it with a csv of the users you want to remove.
My bad. Confused it with deleteusers.
