No I didn't check with my network team. I need something concrete to go with other than an application won't connect. I wanted to confirm first, as i illustrated, if there was an incorrect setting done at my end.

Also I don't think those steps apply as this happens with both IE and Chrome. It's not a chrome specific issue.
You are getting a connection refused error.Meaning there is no connection established.
Did you check the pdf link i shared page 18 onwards,it has something related to the SSL port.
Is the SSL port configured correctly? SSL port should be 443 by default it is 80.
Please recheck the ports configured for SSL.
