I'm assuming you are using Tableau 10.5 or 2018.1 desktop but are trying to publish to 10.4 or older server. 10.5 introduced a new data engine, hyper, which replaced TDE. You'll need to remove your extract and then export the workbook as a version that matches your server version. Once this is done, you'll need to open the workbook with a version of desktop that matches your sever version, then recreate the extract.

Please check your Tableau Server Version first.
Login to Tableau Server and on the top RHS you can see 'i' , click on that.
After that as Ken suggested you can export your present version to your current Tableau Server Version (No extract )
Now you can extract & publish
I assume the error message is "The workbook cannot be downgraded because it contains a .hyper extract" when you try to publish a workbook containing a .hyper extract to Tableau Server 10.4 or earlier.
The error is occurring because Tableau Server 10.4 and earlier cannot read .hyper extract files, these files cannot be downgraded as part of the Downgrade and Publish feature.
