I didn't open your workbook, but your question might be solved by something I did.
If your tooltip viz needs to filter down to a subset defined by the mark you click on, it's supposed to be a viz based on the same data source that your source sheet uses. I wanted my click to be a filter action to a different data source. So I put the tooltip viz sheet physically on the same dashboard, but hidden. (I floated behind something else.) I did a hover action to set the hidden sheet. Then I plunked that hidden sheet into the tooltip, and it displayed with the filtered data.

But nothing is in there that I didn't tell you here.
I don't think that helps. I can get it to Filter as a Menu, I can't get it to Filter as a Select, that is the crux of my question. It is the same datasource and the fields align.
OK, I have this open. Tell me what you are looking to see. I scroll over California and the county map displays with California counties.
That's what I would expect to see.
The tooltip is working, the click through is not. If you click through (the select action), then you get a full US view. If you go to the Menu action, the same exact filter, just fired differently works.
Oh, I see. You have actions set. You don't need actions to get the viz-in-tooltip to work.
Take the actions off. Now either hover or select makes the right viz appear in the tooltip.
OK, I played with this more.
It looks like the tooltip filter and the action filter conflict with each other.
I made a copy of the county sheet. One I use for the tooltip. One for the select filter. (I put it on the clickthrough dashboard.) See attached,

Ok, so what you saying is will need separate sheets, even if identical for the Dashboard Select Action and the Tooltip Viz to work. Will try that.
Still feels like a bug that works ok with Menu, but not Select, but this should work for my purposes.
You're right. I forgot to play with that.
I see what you mean. It DOES work as I would expect with one sheet if the action is a MENU action instead of SELECT.
All I really did was help you find a workaround. (I would want the sort of design you have here to work as a SELECT action and not a MENU too!!)
I agree with you about being a bug.
You have a working example. It would be worth packaging this up and submitting a case to Tableau Support. In the mean time at least you have a way to move forward.
If you submit a ticket, this is worth noting. I also have Beta 2018.2, It misbehaves in that version too. ("Misbehave" meaning it does what you and I consider a bug.)
