I can connect with a brand new connector without issue. The solution they provided is for when you can't connect at all.
If you are able to connect then why are you getting the error message.
Basically Its related to permissions and rights," You need to have "ApexLoader" rights on your SalesForce platform granted. Check with your Salesforce Admin."

Good guess but that would mean I shouldn't be able to sign in under any circumstance. I have ApexLoader rights. I have other connectors built from scratch working just fine.
Swapping from the password account to the SSO account is the issue.
Opening the connector in 2018.1 and selecting update to the new API version removed the issue. This is only available in 10.5 or newer so therefore I'm not able to use this solution. The server this needs to be on is not updated.
