check the full error. May be the new version of workbook you opened in 10.5. like 2018.1 opened in 10.5

These are the following reasons which you were unable to open the file
1) May be the workbook is developed in 2018.1 ( Which is latest version ) - If it is then ask the person to downgrade the workbook to 10.5 version
2) May be user sent you the twbx file there may be chances he/she maintaining live connection and saved the file as twbx which doesn't hold the data source in packaged workbook.
3) there may be chances the extract is broken or workbook is broken ask the person to save the file properly with regenerated extract and send it to you.
May be this cases you can drive thru to check what exactly is the issue.
