Can you mock up a sample illustration of what visualization you're looking to create? I'm having a hard time understanding exactly what you want based on the text/workbook alone.
Reference lines are dynamic based on which dimension is displayed, but the line itself is always going to be based on a measure. I hope that sparks some ideas.

There are probably better methods of achieving this goal but my first step was to extract the data that you wanted as a reference line out of the period dimension
Next, I dragged my new calculated field out onto the mark card so that it could be used in the analytics tab
Once I had done that, I can set the line value to my new reference line

Thank you for this. Actually I tried to do this way but in my dashboards I
wanted it to be as separate graphs as I had some text to be written for
each indicator. Hence I was trying to arrange my data the other way.
