If I am understanding correctly, in Tableau Server, you can query the data in the Server directly -- I'm not sure if Public has this capability, but Desktop does not as far as I have seen. Tableau Server/Online track things like who is looking at what visuals when, etc. but you can also access the underlying data if more analysis is needed.

I believe you can query the underlining user data through PostgreSQL

I called Tableau Customer Support and they confirmed that you do not have access to the Tableau Server Repository with Tableau Public. You only have access through Tableau Desktop.
