I would suggest that you provide a copy of your workbook to the thread in order for us to help determine what the problem might be.
I've attached my workbook (2018.1 ver.) which is complete list of countries in the world and I'm not seeing the issue that you describe.
Which leads me to believe that the issue is with your underlying data structure and quality.

If you want a simple map outline of the U.S. and to remove Canada and the other countries, you could do this:
An easy way to create a clean map for your visualization is removing the map layers. Select Map on the toolbar and "map layer." Then uncheck everything in the map layers window. This will leave only the outline of the map data.
I try another way by using images to overlay on dashboard.
