I am not sure which version you use, but in the later version of Tableau, it support spatial join as below
and then use dual axis

However, I have got new problems when I went deeper. Please help me in this:
When I take one particular state and show branches in it, in the middle of the state,one extra circle is showing with no latitude and longitude value. This is because of spatial file even though there is no latitude and longitude
I checked the data for this point and it looked like:
When I kept only one township, only one branch is showing up even though there are more than 1
But when I checked the data(View data), there are two branches available
Also I am not able to view your dashboard because of version problems. I am using tableau 10.5
Have you tried to filter the ST from CSV file with null values?
If it doesn't work, can you provide a sample workbook?
