So, unfortunately you cannot really color the entire row. You could separate these into different sheets and color each sheet, but don't think that'd suit your needs. Alternatively, you could repeat the first example below over and over for each column you want to show in the viz.
AVG(1) as a bar and expanding size to fill entire pane + label with measure desired:
Assign a numerical value to your quantity comparison, eg:
IF SUM([Quantity]) < 10 THEN 1
ELSEIF SUM([Quantity]) <30 THEN 2
Then drag this onto the color pane, make it continuous, and change Mark type to square:
Again, not quite what you want, but think this is about as close as you can get!
You can refer these tow links and attached book, but I really don't recommend to seek the excel view on Tableau.
I am talking about formatting "dimension".
Those requires 100 efforts to bring only 1 benefit.
It requires more than 100 steps and I cannot explain everything on this post.

The easiest option is limit the "measure value" only to qty, with changing the cost to dimension.
Keeping the order Name / Date / Order Qty / Cost , and color only "Order Qty" adds complications.
