Unfortunately because a row of data does not exist for Carlock, Copeland with the closed desc of 'Open', then Tableau cannot force a zero when you are using filters like this.
To get a 0, you'd need to pad out that data, ie include that row of data where Carlock, Copeland has an Open status.
The only other alternative is to place the dimensions into columns and rows (rather than use them as filters). Using this method, you could then use table calculations to force the 0 into the crosstab.
Please note that this will ONLY work when the viz has the dimensions necessary in the view. This will not work if you're using filters.
One last method is if you bring your blank worksheet into a dashboard, you could use floating images to 'show' a 0. More details in this thread: Display an Image when no report is showing in the dashboard or worksheet
Is there any other way you recommend? I just want to show the number.
