we are going to implement two node cluster in production and test environment, since both are pointing to live data.
My question is
1)if the primary of the production fails can we point to primary of test.
2)if the worker of production fails can we point to the worker in test to production primary.

Server's HA architecture is flexible and can support automatic recovery and failover if you have a quorum (that is at least 3 machines in a cluster).
If you want only two nodes in your cluster, that is fine, but this is a distributed setup. Since two nodes is not sufficient to have a clear quorum in situations of a node going down, you cannot have a fully highly available server cluster with only 2 nodes. This is by design.
That said, to answer your specific questions I would need more information. Depending on the versions you are installing (hopefully the latest), the initial node (which is what I assume you are referring to as primary) fails then you can ensure that cluster keeps working by simply moving a couple of services off the initial node and run it on a worker node on the same cluster.
