I have split by various dimensions ( Country, state, ..) and it would not be efficient to create parameter for each dim. Can we do without creating parameter ??

My task is to show values only to specific state selected (below pic)
when you select any country show values only for that country and rest values as "-". I cannot use parameter option like above cuz that ( Country ) has to be context filter.

Quick question right now my sales office filter is context filter , If I use parameter instead of field - can I make parameter as context filter and add "All" option to the parameter?
Parameters itself are lifeless unless used through some calculation so It is the Calculation which would be in CONTEXT. Yes, You can add "ALL" and in Calculation Set up, Use True for ALL and Other values and False otherwise.

I understand you can’t share your actual data, however it seems pretty clear that you could do a mockup of your views and current progress using Superstore. Then folks like @deepak and myself could much more easily assist you because we’d all be looking at the same thing.
Since you want to show all the states regardless of the selection and change the measure results I can think of a couple of options, there might be more (or less):
1) Turn on Analysis->Advanced->Show Empty Columns. Depending on your exact configuration of the view this might not work.
2) Use a parameter instead of a filter (since filters remove data) and then calculated measure(s) to something like IF = THEN ELSE Null END and then use Format->Pane tab->Special Values->Text to set the Null value to show -.
