If I choose "Table (across then down) it takes the first cell as the cell in 2016:2016 for all rows
I think the problem lies in the fact the the first column does not always contain data. So it doesn't see for example that the first measure in the second row is in the second column...

the the issue is in the structure of your data - you have individual; measures in the
yoou will need to pivot the data
