Here is one idea.
Duplicate the data and other table's sub category is shown as " Always Show"

Actually this still includes noise of " Always show", but if users are OK with that, it's sufficient enough, I hope.
I noticed that Shin but it’s a great solution nonetheless. It took me some time to understand how it works (especially Filter 2) but I think I get it now. Basically the sub-categories that are ‘selected’ results in “Countd: Table” as 1 and hence they’re showing up in the “Unselected” list. Is my understanding correct? Also, why do we have to make the ‘Sub-category’ filters as context filters?
Sorry if I’m asking these questions but this is pretty high level for me ☺
